Offshore Wind IGERT Fellow Luis Pagan-Quinones was a speaker representing the Puerto Rico National Institute of Energy and Sustainability (INESI) at an energy forum ("Encuentro Energético: Transformación desde las comunidades") in Hato Rey, PR, last December.  He is currently coordinating with INESI and NREL on a workshop to be held in mid-March in Mayaguez, PR, to support energy planning with data, tools, and training.
